Who's paying the vacancy tax?

Just a reminder. 

"Vancouver warns homeowners of pending empty homes tax

Non-principal housing units must be rented for at least six months or be subject to an additional 1 per cent tax on the assessed value..."

Who's the lucky people paying the tax? Should we levy a vacancy tax on developers who hold on to their land bank? 

Remember the SOB who bought the Little Mountain project years ago. Has he developed the site for market housing?

educated people know that empty homes don't harm anyone and keep taxes lower for everyone else.  Most people that actually own a home know that whether or not they live in it they pay a variety of taxes, such as school, water, sewage, and so on.
